When re-starting the computer the contents of the Trash Bin have been cleared.

I believe this might be a Session Manager issue but not certain.

This works for me, and it's likely that it was a problem in xfdesktop, which was fixed in this commit in the 4.10 branch (and included in 4.10.3 release):

    When the system starts up querying G_FILE_ATTRIBUTE_TRASH_ITEM_COUNT
    always returns 0 items. Since xfdesktop does its own counting of
    valid items in the trash:/// skipping this check fixes this bug.
