systray icons get cut off in both the panel & xftaskbar

panel: the systray icons get cut off when using size: small or medium
although this doesn't seem to happen when using xfcalendar, which seems to use
16x16 instead of 22x22.

xftaskbar: the same thing happans w/ the xftaskbar as w/ the panel, but since
the xftaskbar uses a slider to adjust the size of it's self, it can be easily
corrected w/o getting so big. still kinda bits though :D

Steps to Reproduce:
1. add systray
2. start an application that has a systray icon
3. watch it not fit :)




w/ the panel this started occurring after my most recent co: 061805
I've also noticed that the panel seems to be a lot more slender now then it was
before "two weeks ago" which I'm guessing could account for the reason.
especially noticeable w/ the pager: there is no spaces between it and the edges
of the panel "top to bottom".

which personally i think looks a lot better

I reduced the border width for the panel plugin. It does seem to work with Gaim.
 Please confirm or reopen. 

The taskbar should eventually be replaced by another instance of the panel, so
I'm probably not going to update that.
