On my fresh installed and updated Fedora18-x86 XFCE, whenever I try to open 'System-Config-Date' or 'Users and Groups' by going through 'Applications menu; Administration' nothing happens. Not even an error message. Both will open fine when using the 'Terminal Emulator'. I've posted about this on the Fedora Forum and read about this bug on --https://bugzilla.redhat.com/show_bug.cgi?id=879922-- Adding the line 'StartupNotify=true' to both the 'system-config-date.desktop' and 'system-config-users.desktop' files (under '/usr/share/applications/') fixes the problem. (First time bugreport, sorry if already posted/filed. I couldn't find a similar bugreport when searching).
This is not the problem of XFCE. It is something in a Gnome library. Maybe a duplication of bug #9626. Downstream: https://bugzilla.redhat.com/show_bug.cgi?id=893005
