xfwm shortcuts only work after editing any of them.

xfwm shortcuts don't work upon starting the grphical environment. The start to work if the "window manager settings" is opened and in the "keyboard" tab any shortcut is edited.
As an extra information, if a terminal is opened and, for example, and I try the sequence for moving to the workspace on the right or the left, ctrl-alt-right/left, then I see on the terminal the capital letters "C" and "D" (maybe the other way around).

Steps to reproduce:
1.- start graphical environment. In my case 
    $ startx
2.- Try any of the xfwm shortcuts, hey don't work
3.- Open "window manager settings" window
4.- click on keyboard tab, 
5.- select any command and double click to redefine the shortcut. I always use the original shortcut.
6.- now shortcuts work

I use xfce for a couple of years now, and this started recently. I fail to tell excatly when this started, but it may well be 2 or 3 months. It might be related to newer versions of hal, evdev, xorg-server, etc.
The versions I have installed of these packages are:
xf86-input-evdev-2.0.1
xorg-server-1.4.2
xorg-x11-7.3
hal-0.5.11-r1
hal-info-20080310

I can confirm that this problem is related to using newer xorg (7.3), hal and evdev, and I think it is related to the new xorg input-hotplug support. I've read in forums that one has to configure in the desktop environment keyboard settings an "evdev managed keyboard", but I fail to find such setting under Xfce.

This confirmation comes from a new install of xfce. When using xorg 7.2 with no input-hotplug support keyboard shortcuts work fine. After upgrading to xorg 7.3 the problems described in the bug re-appeared.

I think this bug and http://bugzilla.xfce.org/show_bug.cgi?id=5639 are the same. If I kill xfce4-settings-helper, the hotkeys work again. If I edit the problem hotkey(s) in the keyboard settings manager, the key begins working again.

Nevermind, didn't realize this was for xfwm, not the keyboard settings.

I agree, too. It _is definitely_ the _same bug_ as in http://bugzilla.xfce.org/show_bug.cgi?id=5639

May the tickets being merged?
Does any of the devs has an idea what's happening? Why do the shortcuts sometings not work?
