So, it's xfdesktop, because Thunar has nothing to do with the special desktop icons.
The 'Trash' and 'File System' icons are just reading ThunarVfsInfo::display_name for their names. See xfdesktop/src/xfdesktop-special-file-icon.c:252. At any rate, we already have a bug for this. *** This bug has been marked as a duplicate of bug 2543 ***
