How about adding xfce4-autostart-editor to settings manager as plugin? Seems a logical place for it. If this is done, UI needs a bit of tweaking also to match other plugins, e.g. the white top "bar" is missing from xfce4-autostart-editor

There's really no point to this.  The stable branch doesn't get new features, and MCS will be replaced in 4.6.
