That has not changed between beta 1 and beta 2. The label of the option that can change that is wrong however, so it should read "Skip windows that have "skip pager" or "skip taskbar" properties set" instead of "Include windows that have "skip pager" or "skip taskbar" (but neither the behaviour nor the code have been modified. The label is now fixed in svn and a notification email sent to i18n mailing list so that all translations gets properly updated. I believe that's enough to close that bug.
