Some windows skip first scroll event

Steps to reproduce:
1 Open xfce terminal
1.1 Open a long man file and scroll to a middle, so that scroll events are well noticable (or just make sure that command line shows history when you scroll with the mouse)
2 Move mouse pointer out of terminal window
3 Move mouse pointer back to terminal
4 Scroll using mouse wheel

Expected behavior:
Terminal window reacts to scroll

Actual behavior:
After first scroll nothing happens. Only a second scroll is being sent to a window.

This bug affets other (but not all) applications. Transmission is affected too, clementine is not
