If LINGUAS is set to e.g. "fi" no locales gets installed into DESTDIR. This is a known bug in intltool 0.40.6, and fixed long ago in upstream's version control. If your distribution is still shipping it, please make them not.. it's been a known issue for months (and the reason why we are hardmasking 0.40.6 and allowing users to install 0.40.5 which works fine instead)
